Evaluation methods for administrative data: Online module series

Join the UCL Centre for Education Policy and Equalising Opportunities (CEPEO) for a series of short online modules exploring how administrative data can be used for rigorous policy evaluation in UK education and youth transitions. Administrative data has transformed what is possible in policy evaluation in the UK. Datasets such as the National Pupil Database, Individualised Learner Record and linked earnings records make it possible to follow whole cohorts over time, at a scale and level of precision that survey data cannot match.

However, using these data effectively requires methodological judgement: understanding which evaluation design best fits a research question, what assumptions different approaches rely on, and the practical challenges involved. This series of online modules will help researchers and analysts develop that understanding. Each module lasts around two hours and focuses on a particular method or theme, using relevant evaluations involving administrative data as worked examples wherever possible.

The series is aimed at researchers, analysts and evaluators working on UK education and youth transitions across academia, government and the third sector. Participants should be comfortable with basic quantitative social science methods. Previous knowledge or experience of administrative data is not required, although those with some experience may get more from the course. The online modules are conceptual rather than hands-on coding sessions. Participants will develop an understanding of which evaluation methods are appropriate for different research questions and how administrative data can support their use.

The online series will be followed by a full-day, in-person practical workshop using R to apply a selection of the methods to simulated data designed to resemble administrative Longitudinal Education Outcomes (LEO) data. Places at the workshop will be limited. Participants who attend more of the online modules will be prioritised for places, so those particularly interested in attending the practical workshop are encouraged to complete the full series.
